In 2026 the shortlist for agencies comes down to eight platforms, and the right pick depends less on the AI than on two questions: which channel your clients' leads actually use (a website widget, or Instagram, WhatsApp and Messenger DMs), and how deep the white label really goes.
Most rankings of white label chatbot platforms are written by one of the vendors. The pages ranking today come from Botsify, Pickaxe, Predictable Dialogs, Voiceflow and Botpress, and each puts its own product first. They also treat "white label" as a single checkbox, when it covers five very different things, from hiding a "powered by" badge to running a full reseller billing engine. This guide separates those levels, dates every price, and says where each platform wins and where it does not, SetSmart included.
It is written for the agencies we work with every day: SMMAs and DM-setting agencies whose clients are coaches, consultants, clinics and real-estate teams, and who are usually leaving ManyChat behind because flows do not qualify anyone. If your clients sell on a call, the chatbot's job is to qualify the lead and book that call. Nothing in this list closes a deal inside a DM, and nothing should claim to.
What "white label" really means for a chatbot platform
Direct answer: "white label" spans five levels, and most disappointment comes from buying level one while expecting level five. Before comparing prices, decide which level your agency actually needs.

Two things are never white-labelled anywhere. The AI model itself stays whoever it is under the hood, and the platforms that connect Instagram or WhatsApp through Meta's official login hand the client to a Meta consent screen at some point. Ask every vendor exactly which screens, emails and links still carry a name that is not yours.
There is also a channel split that the vendor listicles skip. A website widget and a DM inbox are different products. A widget answers visitors who are already on a page. A DM setter runs a two-way qualification conversation with someone who replied to a story or a WhatsApp ad, then books a slot. 1. SetSmart: best for DM-setting agencies on Instagram, WhatsApp and Messenger
Best for: agencies that sell appointment setting to coaches, consultants, clinics and real-estate teams whose leads arrive as Instagram DMs, WhatsApp messages or Messenger chats, and who want each client to see the agency's brand, not ours.
SetSmart is an AI appointment setter, not a website widget. It reads each DM, asks the client's qualification questions, handles objections and books the call into Calendly, GoHighLevel, Cal.com or iClosed, then follows up with leads who go quiet. White-label mode is not a separate plan. You switch it on from Settings > Advanced on a Pro, Scale or Enterprise subscription, and the white-label documentation covers every endpoint.

- Client workspaces. Create, rename, delete and open a client workspace as if you were the client, then return to your agency account through a banner at the top of the page. Every workspace runs on your plan, so neither you nor your clients need AI keys.

Where it wins: the conversation itself. Clients pay a setting agency for booked calls, and SetSmart proposes real calendar slots inside the DM, sends and understands voice notes, and follows up automatically. Channels run on the official Meta APIs (SetSmart is a Meta Business Partner). The quota is a flat message count rather than a token wallet, so your cost per client is predictable, and the per-client API lets you script onboarding.
Limits, plainly: no website widget (pair it with one of the website tools below if a client needs site chat), no white-label mobile app, no built-in reseller billing (you invoice clients with your own tool), no white-labelled Meta consent screen, no per-client billing inside SetSmart, no SMS or email marketing, no website builder, no CRM pipeline. 2. Botsify: best for multi-channel AI agents with client billing built in
Best for: agencies that want one platform to build, brand, bill and scale general-purpose AI agents across a website, WhatsApp, Instagram, Messenger, Telegram, Slack, SMS, email and voice.
Botsify's homepage now reads like an agency operating manual: "Build, brand, bill, and scale. You bring the clients." It ranks first on Google for this keyword and, to its credit, its white-label offer is one of the deepest here.
What is white-labelled: a custom domain such as app.youragency.com with SSL included, your logo on the dashboard, login and client portal, your agency name on every screen, and no "powered by" badge. Each client is a multi-tenant sub-account with isolated data, agents and billing, managed from one operator dashboard. The billing layer charges four streams on a single client invoice: subscription, a markup on model usage, a markup on tool calls, and one-off setup fees, with free trials on your terms.
Pricing (checked 27 September 2026): Botsify does not publish a number for its Agency plan. You book a fifteen-minute "growth call". The page lists what the plan includes: white-label dashboard and reselling rights, unlimited AI agents with pay-as-you-go clients, 30,000 credits a month with bring-your-own-key, one hour of voice a month, all channels, a dedicated partner manager and one agent built for you each month. Budget for a sales conversation before you can model margins.
Where it wins: channel breadth and the billing engine. Botsify also ships prompt templates for twelve verticals and forty-six niches (dental, medspa, real estate, hospitality, law practices), which shortens the first client build.
Limits: no public price, a credit model that needs the call to translate into cost per client, and an agent that is general-purpose by design. The DM qualification and booking logic is yours to write and test; the platform gives you the canvas, not the setter.
3. Stammer: best for reselling a chat plus voice AI SaaS with wallet billing
Best for: agencies whose product is literally "an AI SaaS under my brand", who want clients to prepay usage into a wallet and to resell voice minutes alongside chat.
Stammer is the purest reseller play on this list. Its homepage claims 1,300+ agencies generating $300 to $500 in monthly recurring revenue per client, and its FAQ says agencies usually charge $300 to $500 a month per agent and mark up usage at three to five times cost. Treat those as Stammer's numbers, not ours, but they are the most specific pricing benchmarks any vendor publishes.
What is white-labelled: a custom domain (agents.youragency.com), your logo and colors across the platform, branded client dashboards with performance metrics, white-label API endpoints that appear under your brand, and a two-tier wallet. You prepay an Agency Wallet; each client prepays a Sub-Account Wallet at prices you set, and Stammer says all of that money goes to you. Its own example: buy a reply for $0.01, resell it for $0.05.
Pricing (checked 27 September 2026): Stammer's Standard plan is $49 a month for 500 replies and 120 voice minutes, but it explicitly excludes white labeling. White label starts on Stammer's Pro White Label plan at $99 a month: five chat agents and five voice agents, full rebranding, usage resale, bring-your-own-key, white-label API, advanced analytics and a one-to-one onboarding call, with a fourteen-day trial. Extra agents are $10 a month each, yearly billing saves twenty percent, and Enterprise is custom. Note the discrepancy: Pickaxe's competing listicle quotes Stammer at $197 a month, which is not what Stammer's own pricing section showed when we checked, so always confirm on the vendor page.
Where it wins: the resell model. Wallet billing with your markup, chat and voice from one dashboard, scheduling into Google Calendar, Calendly and Cal.com, and deployment on website, Instagram DM, Messenger, WhatsApp and API.
Limits: your margin depends on which model each agent runs, since Stammer bills per message by model, so usage needs watching. The five-agent cap per plan means growth costs $10 a month per extra agent, and the product is website-first with DMs as additional channels rather than the core.
4. BotPenguin: best budget white label for WhatsApp and website bots
Best for: agencies serving local businesses on WhatsApp and websites who want the longest branding checklist for the lowest annual entry fee.
BotPenguin's partner page promises a fully branded platform live in about twelve hours, quotes 250+ active partners, and repeats that you keep every dollar of client revenue with no revenue share. What is white-labelled: custom domain, branded emails, invoices and billing ownership, client login and branded dashboard, per-client custom plans with your own feature sets and usage limits, WhatsApp account ownership (each client connects their own number), white-labeled help docs as an add-on, a rebranded marketing kit, and branded mobile apps (an add-on on the Little and King plans, included on Emperor). Payment gateways (Stripe, Razorpay, Paddle, Paymob), subscription management and multi-currency billing unlock from the King plan. BotPenguin is a Meta Business Partner, lists 80+ native integrations including GoHighLevel, and puts AI agents and voice agents on King and Emperor.
Pricing (checked 27 September 2026): BotPenguin's Pebble plan starts at $600 a year for partners outside India (₹50,000 a year in India). Little, King and Emperor are "contact sales". Pickaxe's listicle puts the entry point at roughly $1,200 a year; BotPenguin's own page says $600, so go with the vendor and get the higher tiers in writing.
Where it wins: the branding checklist is the most complete here, WhatsApp number ownership stays with the client, and BotPenguin publishes case studies with real numbers (one South African IT firm at $94,000 in revenue from 58 clients).
Limits: everything above Pebble is quote-only, the builder has a flow-based heritage, and the features agencies care most about (payment gateways, subscription management, AI agents) sit on the higher plans you cannot price from the page.
5. Robofy: best for cheap, EU-hosted white label website bots
Best for: agencies selling site chat to restaurants, hotels, salons, spas and clinics, especially in Europe, who want to try the full reseller dashboard before paying.
Robofy calls itself the number one white label chatbot platform for agencies and backs it with a free white label plan: your own sub-domain, a reseller license, your logo and colors, and up to two AI agents with full platform access and no time limit.
What is white-labelled: logo, colors and domain across the platform, plus a license management dashboard where you create sub-user accounts, assign licenses and set usage limits per client. Robofy says clients never see its brand and that it takes no commission and no per-client fee.
Pricing (checked 27 September 2026): Robofy's paid reseller tiers are Accelerator at $97 a month, Pro at $137 a month and Enterprise at $149 a month, every plan including the full white-label panel. WhatsApp Business API deployment is on Accelerator and above. Its FAQ says most agencies are set up and pitching within two days, and its earnings calculator defaults to $99 a month per client.
Where it wins: price and compliance. Flat plans under $150, data hosted in EU Ireland, ISO 27001 certification, GDPR, native WordPress, Shopify, Wix and WooCommerce embeds, and ready-made agent blueprints for the verticals it targets.
Limits: website-first. The reseller page lists WhatsApp and Facebook Messenger but not Instagram, and it describes usage limits rather than a payment gateway, so client invoicing is yours to run. The AI is a knowledge-grounded site agent, not a DM setter.
6. Botpress: best for custom agent building with developer depth
Best for: agencies with a builder on the team who want to design bespoke agents, connect them to client systems and remove the vendor watermark without an enterprise contract.
Botpress is a platform first and a white-label option second. Its own listicle admits that most chatbot platforms only white-label on enterprise plans, and positions itself as one of the cheaper exceptions.
What is white-labelled: custom UI, custom domain, branding, API access and removal of the Botpress watermark from the webchat. No-code, low-code and full developer paths, pre-built integrations including WhatsApp, automatic translation into 100+ languages, an analytics dashboard and a widget you can style to the client's brand.
Pricing (checked 27 September 2026): Botpress lists white-labeling on its Plus plan, which its own page prices at $79 a month in one place and $89 a month in another, and on Team at $495 a month, with Enterprise custom. Pay-as-you-go is free to start with usage add-ons.
Where it wins: build depth. If a client needs an agent that queries their database, runs multi-step logic and is extended by code, Botpress is the most flexible option here at a mid-market price.
Limits: it is a builder, not a reseller stack. The page describes no client portal, no sub-account billing and no wallet, so onboarding, invoicing and support are your operations. DM channels exist through integrations rather than as the product's centre.
7. Voiceflow: best for bespoke chat and voice agents at larger clients
Best for: agencies selling high-value, managed agents to mid-market or regulated clients, where evaluation, observability and staging environments matter more than a cheap entry price.
Voiceflow's own 2026 guide shortlists itself, Tidio and Kore.ai, and states that more than 200 agencies use Voiceflow to offer a branded agent builder to their clients.
What is white-labelled: a branded agent builder for your clients, custom-quoted. The platform combines deterministic Workflows for steps that must not fail with Playbooks that give the agent a goal, grounds answers in a client's knowledge base, is model-agnostic so you can switch providers, and adds Evaluations, Observability and Environments to score conversations, trace decisions and test changes before they reach a client's customers. SOC 2 Type 2 and PII masking are listed for compliance-heavy clients.
Pricing (checked 27 September 2026): Voiceflow is free to get started; reseller and enterprise plans are custom-quoted and scale with usage and seats. Voiceflow's page argues a single well-built agent can carry a retainer of $1,000 a month or more, which is its claim to test in your own market.
Where it wins: what happens after launch. Being able to answer a client's "why did it say that?" with a trace is a real retention tool, and chat plus voice from one design surface is rare at this depth.
Limits: no public price, so no margin model until you talk to sales. Instagram, WhatsApp and Messenger are not front and centre on its page, and the build and management work is yours.
8. Predictable Dialogs: best for cheap unlimited website and WhatsApp widgets
Best for: web design and automation agencies that want to bundle an unbranded AI widget into every site they ship, at the lowest possible platform cost.
Predictable Dialogs ranks third for this keyword and first for "chatbot whitelabel" with a simple pitch: unlimited chatbots, sessions and tokens across website and WhatsApp on one plan, using your own model API key, with the vendor's branding removed. It claims 1,400+ agencies and businesses and over 189,000 conversations.
What is white-labelled: the widget. You remove Predictable Dialogs branding, match fonts, colors and logos with custom CSS, and embed the bot with one script or link it to WhatsApp. Every paid plan includes unlimited chatbots.
Pricing (checked 27 September 2026): Predictable Dialogs says white label starts at $9 a month, with the option to bring your own key or use bundled tokens.
Where it wins: price and the absence of per-bot limits. Its comparison table is aimed straight at platforms that cap you at one to three bots and show their logo.
Limits: this is level one and two white labeling. The page describes no client portal, no custom-domain dashboard and no billing layer, so clients never log in anywhere and you handle everything else. Website and WhatsApp only, and with your own key the model bill is yours.

Pickaxe publishes its own pricing inside its listicle: Gold at $29 a month billed annually, Pro at $116 a month and Business at $478 a month, all annual, with custom domains and full branding on every paid plan, built-in Stripe billing for client subscriptions, and revenue retention between ninety and ninety-eight percent depending on plan. It sells AI agents as products through branded portals rather than as a DM inbox, and it is honest about that.
GoHighLevel is a CRM with a white-label SaaS Mode rather than a chatbot platform. We left Tidio, UChat and ChatbotKit off the main list because we could not verify their white-label pricing from their own pages within this review. Tidio is a useful warning: Botpress's listicle prices its white-label plan at $749 a month while Voiceflow's puts the partner plan around $394 a month. When two vendors disagree by that much, only the vendor's page counts.
How to choose a white label chatbot platform for your agency
Run this checklist before any demo. It is the list we wish every agency had used before their first migration.
- Start from the channel, not the feature list. If your clients' leads reply to stories, comment on Reels or message a WhatsApp number, you need a DM setter with booking logic. If leads land on a website, you need a widget. Very few clients need both from day one; see our take on the Instagram chatbot and WhatsApp chatbot use cases.
- Walk the client's path screen by screen. Login or link, dashboard, connection screens, notification emails, Slack alerts, invoices, help docs, mobile app. Write down which of them still show a vendor name. Only Meta's consent screen has a legitimate excuse.
- Decide who bills. Built-in reseller billing (Botsify, Stammer, BotPenguin from King) saves admin but ties your invoicing to the platform. Invoicing yourself (SetSmart, Robofy, Botpress, Predictable Dialogs) keeps the client relationship in your own tools.
- Understand the quota model. Flat message quotas shared across clients, per-message model pricing through a wallet, credits, or unlimited usage on your own key each behave differently when a client's volume spikes. Model the same busy month on each.
- Test the AI on qualification and booking, not FAQs. Most demos show a bot answering opening hours. Ask it to qualify a lead who is vague about budget and to propose a real slot, in a DM context.
- Check the API for onboarding. Creating a client, generating a connect link and updating a prompt by API is what lets you onboard ten clients without ten manual setups.
- Read the exit terms. Who owns the client's WhatsApp number, their conversation history and their prompt if you leave? Vendors that let each client connect their own accounts make this painless.
Margin math: what agencies charge for a white-label chatbot
Direct answer: the vendors themselves publish client price points between $99 and $1,500 a month, and the platform cost per client on a shared quota is a small fraction of that. The spread is honest: a $99 website FAQ bot and a $500 DM setter that books calls are different products with different proof of value. Setting agencies live at the upper end because a booked call is easy to count.
Now the cost side, using SetSmart's flat quotas, which are the easiest to model because there is no wallet or per-token variable. Every message your client workspaces send counts on your plan.

Charge each of those six clients $300 a month, the bottom of Stammer's own band, and the six-client agency bills $1,800 a month against a $297 platform cost, a gross margin of $1,503 before your time. The twenty-client agency at the same price bills $6,000 against $797, or $5,203 before your time. Your real margin then depends on onboarding hours, prompt tuning and support, which is exactly the work the per-client API and the connect hub are designed to compress.
Two cautions. First, DM setting uses more messages than a website bot because qualification is a conversation, so size the plan on total volume, not client count. Second, resist pricing below the vendor benchmarks to win a client: a setter that books calls is worth a setter's price, and the vendors' own numbers say the market already pays it.
